Anyway, after much searching internet I did not able to solve my problem. Later I learned from on of my friend. After fix this problem, I'm glad that finally the ID getting back. 
So now I would like to share with you how to fix this problem. So let's see
Follow the below process to fix Facebook photo verification.  
  • First you have to  download the software (Tunnel Bear). This is a proxy software. Click this link     Download 
  • After download, install  the software. Turn on. Would like to log in, open an account. And log into the software with the user ID. 
  • From the proxy countries select japan. Soon your IP address will be associated with an IP address in japan.

  • Go on m.facebook.com (mobile version).  Log in with the problematic photo verification ID.

  • Fill  the CAPCTHA

  •  Normally, after the started photo verification. But now want your mobile number has been using Facebook ID. Now enter the japan's mobile dialing code +81 phone number. For example : If your number was - 017000000 then now enter +8101700000. 
  • Now download & install Tunnel Bear android or OS apps on your android or I phone. Set location in Japan and through Tunnels of Bear turn on your mobile internet.

  • Then you will get a code. Then you're able to solve the problem of photo verification by entering this code in browser.
